Workstream HUMAN CORRIDOR - Humanitarian Corridor

The European project Human Corridor is based on the humanitarian corridor implemented by Comunity of S.Egidio, the Waldensians Church and the Federation of Evangelic Churches in Italy, during the two-years period 2016-2017, with the support of the Community of Pope John 23^rd through its nonviolent peace corps Operation Dove.

The project aims at defining standard procedures for the implementation of the humanitarian corridors, which can be adopted in/from other Member States with refugees from all over the world.

The project foresees 4 Work-Packages and the achievement of several intermediary objectives in order to achieve the overall objective. The first phase consists in the analysis of the humanitarian corridors implemented in the two-year period 2016-2017; the study of other European relocation and resettlement practices; the needs assessment of refugees and the needs assessment of the States which already implement the humanitarian corridors and the States that potentially will adopt the model.

This first phase aims to define the procedures of the humanitarian corridors, that will be delivered and tested in the framework of the Work-Package 3 with the legal and safe entry in Italy/France of 1.000 refugees from Lebanon and Ethiopia and the support to their integration pathway in the local civil society.

Work Package 1 – Collecting data and field research on previous experiences of welcoming and support of resettled people

The specific objectives of this Work – Package are:

To collect data and information on existing practices for pre-departure and post-arrival support for the integration of persons in need for international protection who are being relocated within the EU or resettled from a third country.
To analyze, by the involvement of k-actors, the Humanitarian Corridors experience implemented in the two-years period 2016-2017 (pre-departure and post-arrival activities) in order to develop a pilot project to be tested
To analyse the data requirements to be provided to the Web-based platform developer for the creation of an ICT infrastructure for data management during the implementation of the pilot project (WP3)

Work Package 2 – Elaboration of the “Humanitarian Corridors” procedures

The objectives of this Work – Package are:

To identify the specific needs of the countries which will welcome resettled people in the WP3 (pilot project) and of the countries which will potentially replicate the humanitarian corridors procedures;
To identify the needs of people to be accompanied to Europe in the WP3 (pilot project)
To refine the procedures for the humanitarian corridors and develop a pilot project ready to be tested.

Work Package 3 – Delivery of the pilot project (Implementation of the humanitarian corridors procedures)

The objectives of this Work – Package are:

To guarantee to people in vulnerable conditions (as defined by the Directive 2013/33/EU of the European Parliament and of the Council of 26 June 2013) from Lebanon and Ethiopia legal entry on Italian/French territories with humanitarian visa.
To support the beneficiaries of the Humanitarian Corridors in the different phases of the programme (pre-departure, transfer in Italy/France, reception and integration process). A selected target of 190 persons in Italy and 20 persons in France will receive a “full integration path” with the aim to evaluate different integration process and results.
To support and manage the information flows related to the different phases of implementation of the project – from pre-departure to the end of the integration path of beneficiaries in Italy and France – through the development of a web platform that facilitates data processing, their matching and their storage.
To evaluate the results (quantitative and qualitative) of the pilot project.

Work Package 4 – Validation and Dissemination

This work package has the objective of validate and disseminate to the widest possible audience the project key messages and deliverables, through:

The publication of an Handbook (available in 6 languages) on the standard procedures for the implementation of the humanitarian corridors;
A final conference in Brussels addressed to policy-makers, representatives of civil society organisations and public authorities active in the field of immigration;
Dissemination conferences and advocacy events.
